1. DECLARATIONS OF INTEREST

Councillors were reminded of their responsibility to continually update their Notice of Registerable Interests and invited to state whether they had a personal or prejudicial interest in any matter to be discussed during this meeting

  • Cllr Rogers declared a personal and prejudicial interest in applications 1862/11F, 1864/LB and 1902/11/F Beeson Farm being the neighbour of Beeson Farm and due to possible work with regard to Chillington Garage.

No members of the public present the Open Forum was dispensed with.

4. MINUTES

The Minutes of the last Planning Committee held on 1st August 2011 were approved and duly signed by the Chairman as a true and correct record.

5. PLANNING & PLANNING MATTERS

Applications considered at this meeting:

  • 1808/11/RM Variation of condition 10 of 53/1434/09/RM – Alteration in design to plot 2 and 3 to create additional room space within the attic and rear infill extension New Development Site, rear of Penn Cottage, Shindle Park, Chillington – Objection. The perception of three storeys by virtue of the additional room in the attic was felt to not be in keping with this locality being adjacent to bungalows. From an increase in bedrooms to the original development it was questioned whether there should be further provision for car parking. Another question raised, due to comments made by neighbours, was whether a large gas cylinder storage facility was being provided in the highway entrance beneath the ground and if such met and complied with legislation.
  • 1809/11/RM Variation of condition 10 of 53/1434/09/RM for amendments to plot 2 to allow improved driveway access (revision of layout of plot 2) New development site, Rear of Penn Cottage, Shindle Park, Chillington – No objection. Parish Council however noted concern that there were such changes to an approved layout at a late date and assumed that District officers had given consideration to such impact of changes to adjacent properties.
  • 1810/11/RM Variation of condition 10 of Reserved Matters approval 53/1434/09/RM to allow revisions to access road (removal of pedestrian access) New Development Site Rear of Penn Cottages, Chillington - Objection. The original development proposed allowed for an access road and adjacent pathways and it was not felt applicable to now decide that such provision was not wide enough to retain the footpaths and still provide green landscaping. Such removal was felt to be a safety issue with regard to pedestrians that should continue to be provided.
  • 1870/11/LB Listed Building consent for internal alterations to main house to restore and enhance original features, small rear extension to create a porch/utility, dormer to roof over loft stair to replace a feature removed around the 1960s Molescombe House, Chillington – No objection.
  • 1871/11/F Householder application for small rear extension to create a porch/utility dormer to roof over loft stair to replace a feature remove around the 1960s Molescombe House, Chillington – Drawings not good. No objection.
  • 1879/11/F Change of use of land to serve Molescombe House and Barn and proposed new driveway access Molescombe House, Chillington – No objection.
  • 1894/11/F Householder application to extend porch to form a small cloak room and extend parking area 43 Coombe Meadows, Chillington – No objection in principle but parish council felt that due to the lack of actual measurements provided on the plans submitted it will be for officers to ensure that the suggested scale is in proportion with the property.

Cllr Ansell chaired the following application whilst Cllr Rogers left the meeting.

  • 1902/11/F Amendments to planning approval 53/2075/09/F to include increase in building footprint, changes to fenestration and addition of photo voltaic panels Chillington Garage, Chillington – Jonathan took this application. No objection.
  • 2024/11/F Resubmission of planning application 2610/10/F for householder application for conversion of existing boathouse with living accommodation ancillary to Cove House, The Boat House, The Cove Guest House, Torcross – Objection. This was felt to be an overdevelopment of the plot due to such close proximity to the adjacent neighbouring property not included within the ownership this application. If District are minded to approve it should remain as ancillary accommodation to the larger Cove house and not be used as a permanent residence. Design and materials must also be in keeping with the existing adjacent property Downsteps due to its neighbouring proximity and not the new development which has yet to be built. There was felt to be lack of clarity in the plans for those not personally familiar with the area as to how close the location of this proposed development is to the Downsteps property.

6. CORRESPONDENCE AND REPORTS

  • Revised plans were noted in relation to Beeson Farm solar roof 1862/11/F and 1864/11/LB received for information with regard to the removal of rooflights and a few minor amendments.
  • It was noted that Planning training took place at District but as Stokenham are arranging bespoke full day training for all councillors this provision was not mentioned.
  • Cllr Cowley reviewed the affordable housing allocation and felt the community had been badly let down by the developers and providers as information for residents should have been out and available months ago and still there were no firm details. He had managed to obtain an application form Devon Choice Based Letting. However the 20% discount, part purchase/part rent information is a minefield. In this parish such are extremely expensive in the affordable market realm and not many who could afford such would realise they could put their name down on the housing list for such as high earners would not think to ask for affordable housing.

The next planning committee will be held on Monday 3rd October 2011 in the Stokenham Parish Hall, Wesley Smith Room at 7.30p.m.
