1. DECLARATIONS OF INTEREST

Councillors were reminded of their responsibility to continually update their Notice of Registerable Interests and invited to state whether they had a personal or prejudicial interest in any matter to be discussed during this meeting

  • Cllr Rogers expressed a personal and prejudicial interest in planning applications relating to Beeson Farm.

2. OPEN FORUM

Chris Fox firstly noted that those present really appreciate parish council protecting the Chillington aspect of the parish. That part of community is now fatigued with building and they are concerned that there are a number of new applications coming in for the Helmers site i.e. flags, new properties and lighting. They were therefore hoping that such 'drip drip' effect did not mean the parish council would not see the collective picture. Gratefully parish council had turned down the application for flags but it was hoped that such understanding would go through to District decision and they take a measured approach. There were concerns that the lighting matter was coming back for a second time this evening. Pictures were taken in the dark by residents, not professional, in an attempt to show what an incredible amount of light there is already at the junction into Helmers Field/Way. Do they need more on the main road? They would suggest careful siting of one near the bus stop but there were plenty of examples along the A379 road where there are not additional lights at junctions. It was felt to be a separate matter within the site but a reduce level preferred.

With regard to a new property on top of the existing development proposed on Helmers, Chris Fox's reading of the plans on the website was that the new property was going to be extremely closely located to one of the existing new properties and she wondered whether this was desirable and would make it a happy residency or perhaps it would just reduce the price of adjacent properties. She was also concerned about the planning application currently in process for the change to development of the barns.

Melanie Felton endorsed Chris Fox's comments completely. Mrs Felton went on to note that Cllr Vale had succinctly said last time that Helmers should be viewed as a learning curve. Her feeling was that the developers originally asked for 55 properties which had been reduced to the current permission and this was now becoming a 'drip drip' plan to increase to the original figure. She could not understand how the barns in 12 months were so damaged that they must now, it is said, be knocked down and perhaps this was also part of a way developers go about things. This is a Conservation Area and she urged all please to remember this. With regard to the lighting she had walked the course and going as far back as Tanpits Lane, the lighting in Tanpits Lane was sufficiently bright to light into the main road and when walking, creeping up the road and seeing headlights in the curve of the road is safer than illumination that hides such oncoming traffic. At Helmers the light on the main road is sufficient and in fact lights right across in front of the Barns all the way to the back of Baltic Cottage. It is now a pedestrian way but a low light could be placed here not a high street column. It was also noted that a lighting column at this point would light into the residents' bedrooms. The Chairman agreed that parish council would put forward such local views as much as is possible through District.

The other gentleman present declined to add anything further. It was noted that within the Taylor Wimpey commentary attached to this application it comments on this addition contributing towards the 50 houses allocated for Chillington but this does not include those proposed at Shindle Park, Grist Mill and those recently built by the doctor surgery.

4. MINUTES

The Minutes of the last Planning Committee were approved and duly signed by the Chairman at full council as a true and correct record.

5. PLANNING & PLANNING MATTERS

Applications considered at this meeting:

  • 2286/11/F Application to renew extant householder approval 53/2425/08/F for demolition of existing garage and building of new extension with associated works 4 Grenville Close, Stokenham – No objection.
  • 2324/11/F Erection of one additional plot within an approved development of 44 units Helmers Meadow. Land at Orchard Way and Shorneywell, Chillington – Objection. This was felt to be unneighbourly, overdevelopment which affected the site by increasing parking need in a crowded development whilst reducing the open area for parking. The proposed development whilst retaining the three spaces within the garage provision would increase the need for parking provision by creation of a further dwelling. The proposal it is noted will be sited just 1.5 metres away from the living room window of one of the affordable properties. There are also concerns that if this was permitted future development could take place on other open parking spaces.m The overall design of what is acceptable on a site this size has only just been worked out with District and any change would have detrimental design issues for the wellbeing of the whole community.
  • 2333/11/F Householder application for amendment to approved application 9/53/2061/97/3 to enable the installation of a glazed opening in the south east half hip slate roof to unit 4 in a curtilage building 4 Beeson Farm, Beeson – A question was raised on what a 'glazed' opening is and the clerk is to seek clarification and if satisfied state no objection.
  • 2334/11/LB Listed building application for amendment to approved application 9/53/2060/97/7 to enable the installation of a glazed opening in the south east half hip slate roof to unit 4 in a curtilage building 4 Beeson Farm, Beeson – As 2333/11/F above.
  • 2346/11/F Householder application for alterations and extension to dwelling Shingle House, Torcross – No objection.

6. HELMERS LIGHTING PROPOSALS, CHILLINGTON

  • Reconsideration was given to a revised draft layout and provision of lighting within the Helmers Development and nearby section of the main road (A379) – It was still felt that a low level lighting column/bollard at Baltic Cottage and/or a column by the adjacent bus shelter would suffice. Parish council desire less lighting than proposed along the A379 and still would like to see less lighting within the development as in outlying villages. Local views are such and having been consulted parish council would wish they would be considered. When driving an area should be lit like daylight or there should be no lights and this lower level is desired for a rural village.

7. CORRESPONDENCE AND REPORTS

  • Copy design report and access statement dated September 2011 for Chillington Barns provided by Taylor Wimpey with advice that the planning application is to be shortly submitted.

Members of the public left the meeting.

  • Parish Councillors then discussed the provision by County of 5 tons of salt for winter spreading with Cllr Foss being a resident of the furthest point, Start Point. He felt parish council should accept such offer considering the cuts. Therefore a policy of areas for use should be in place before the snow so the community are aware of such limits.

The next planning committee will be held on Monday 7th November 2011, if necessary, in the Stokenham Parish Hall, Wesley Smith Room at 7.30p.m.
