1. DECLARATIONS OF INTEREST

 

Councillors were reminded of their responsibility to continually update their Notice of Registerable Interests and invited to state whether they had a personal or prejudicial interest in any matter to be discussed during this meeting

·       Cllr Rogers declared a personal and prejudicial interest in applications 1862/11F and 1864/LB Beeson Farm being the neighbour of this property.

 

2.         OPEN FORUM

 

No members of the public present the Open Forum was dispensed with.

 

4.         MINUTES

 

The Minutes of the last Planning Committee were noted and approved at full council no further planning committee has been called until this meeting.

 

5.         PLANNING & PLANNING MATTERS

            Applications to be considered at this meeting:

·       1629/11/F Householder application for conversion of outbuilding to ancillary living accommodation 2 March Cottages, Chillington TQ7 2JZ – No objection but parish council suggest that a condition is placed that this cannot be let out as holiday accommodation and remains only for ancillary accommodation to 2 March Cottages.   

 

            Further applications to be placed on the 5th September 2011 agenda to allow public             participation but considered at this meeting to comply with the response deadline were:

·       1790/11/F Installation of Photovoltaic (PV) array in field to NW of Cotmore Farmhouse, Cotmore Farm, Cotmore –  No objection.  This application states no trees or hedges on the site will be removed but this is questioned.

·       1849/11/F Installation of 12 solar PV panels to roof of detached garage Living Waters, Chillington – No objection.

·       1862/11/F Installation of solar panels on South and South West facing roof above units 3 and part of unit 4 in curtilage building Beeson Farm Cottages, Beeson – No objection.

·       1864/11/LB Listed building consent for installation of solar panels on South and South West facing roof above units 3 and part of unit 4 in curtilage building Beeson Farm Cottages, Beeson – No objection.

 

      6.         CORRESPONDENCE AND REPORTS

 

            HELMERS SITE, CHILLINGTON

 

A resident had advised parish council that 10 days ago a District Officer agreed that Taylor Wimpey were in breach of their planning by installing high flags and flag poles along with hoarding.  As nothing has been removed and no retrospective planning application received the resident wished to know what was being done and why parish council had not been advised of such.  The Clerk is to make enquiries but this is a matter for District planning.

 

            DISCOUNTED MARKET VALUE HOUSING

 

Following the presentation by Andrew Biggs of Marchand Petit various councillors had questioned whether those in the community knew that if they were on the housing list they could apply for such discounted properties.  Also it did not appear clear how people were told of such local concession.  Another point noted by Cllr Cowley was that a local property owner could upgrade to these houses from already owning a house. 

 

Cllr Cowley had therefore spoken to Taylor Wimpey and requested further information from Liam Reading District Affordable Housing Officer but this officer is currently on vacation.  A copy of the Section 106 agreement was provided and further investigation requested along with an extension of time for residents (or those who qualify) to apply.

 

            PLANNING GUARANTEE

 

Planning Minister Greg Clark had announced in a letter to local councils that a new planning guarantee will create greater certainty for local communities by speeding up planning applications that get stuck in the system.  No planning application will be allowed to take longer than 12 months to process.  Mr Clark will cut down on paperwork in the planning system and simplify the application process by removing information of marginal relevance.  Government will consult in the autumn on reducing the information required and Ministers are keen to hear what information is really helpful and necessary and should be kept.

 

            BEESON VILLAGE

 

It was noted that go slow and children playing signs were wanted along with a sign saying this way to Beesands.  This matter has been raised many times with Highways but at present they are not minded to install.

 

7.         NEXT PLANNING COMMITTEE MEETING

 

The next planning committee will be held on Monday 5th September 2011 in the Stokenham Parish Hall, Wesley Smith Room at 7.30p.m.
